The Town of Ledyard, Connecticut seeks a Planning & Economic Development
Director. The Town operates under a Council-Mayor form of government and
has separate Planning and Zoning Commissions. The Town has an
approximate population of 15,000 people and is 40 square miles, mostly
wooded hills populated by residential development with some wetlands,
farmland and open space. The Town is host to a regional water supply,
the Mashantucket Pequot Tribal Nation, Foxwoods Resort Casino, and the
New London- Groton Submarine Base.
The Director works with and provides professional guidance and
recommendations to the Planning Commission and Economic Development
Commission to implement the Town’s Plan of Conservation and Development
and the management, grant management, geographic information systems,
and development plan review.
Special knowledge of historic preservation, community development,
facilities, capital programming, finance, infrastructure, design review,
and economic development are highly desirable. The Director also serves
as a professional advisor to the Town Council, the Land Use Planning and
Public Works Committee, the Zoning Commission, the Inland Wetlands and
Watercourses Commission, the Ledyard Town Center Committee, the Water
Pollution Control Authority, Design Review Board, Permanent Municipal
Building Committee, and the Conservation Commission.
Annual salary to $68,500. AICP certification is highly preferable. Full

regional planning, transportation engineering or closely related field

for relevant work experience. Candidates must have the ability to write
clear and concise reports, be able to accurately follow oral and written
instructions, demonstrate knowledge of research methods and analytical
techniques, and possess good communication skills. Proficiency in the
use of analytical and application software, including the Office Suite
of programs (Word, Excel, PowerPoint, and Access), is required. Working
knowledge of the Highway Capacity Software, transportation modeling
software and Geographic Information System applications is beneficial.
The selected candidate will be required to perform and work on a wide
range of transportation planning studies, including intersection and
corridor operations assessments, congestion management strategies
studies, highway performance monitoring, updating and maintaining the
regional Transportation Improvement Program and long range
transportation plan, and providing technical assistance to member
communities. Work assignments will also involve various
regional/community planning tasks, such as land use and zoning reviews,
economic development, regional responsible growth, environmental issues,
and update of the regional plan of conservation and development. The
candidate will need to be able to work closely and cooperatively with
GBRPA staff and planning and engineering professionals of member
municipalities and neighboring RPOs, and be able to maintain effective
working relationships.
The GBRPA is the designated Regional Planning Organization for the six
town area encompassing Bridgeport, Easton, Fairfield, Monroe, Stratford
and Trumbull and serves as the transportation planning staff for the
Greater Bridgeport and Valley Metropolitan Planning Organization.
Starting salary is between $40,000 and $50,000 depending upon
